Why?!!!!
They do mix. The Atlantic Ocean and the Pacific Ocean meet at Cape Horn, the southernmost tip of South America.
Let’s take this question in a simple way. Instead of ocean, we try to evaluate this as a liquid medium. The liquids has two main mechanism of mixing
1. Liquid-liquid diffusion
2. Physical agitation
Diffusion is negligibly slow in liquids, it takes days for solutes to travel a few centimeters, so the mixing is dominated by physical agitation especially in case of oceans e.g. mixing forces are wave, currents, wind etc.
But, at ocean-ocean interface, the densities of ocean water can be diverse due to the difference in salinity. That might create a salt wedge at the interface, but ultimately it get mixed.

Mainly,
- Due to the chemical and mineral composition of the waters of the two oceans the waters of the two oceans don’t get mixed.
- Density difference is also a reason behind the fact. The density difference is a function of different salinity and temperatures.
- Direction of currents makes it more difficult to mix.
